Local land development plans for Polish suburbia and their implementation – Lesznowola Municipality case study

Local land development plans are the basic tool for the implementation of spatial planning policy. According to the Land Development Planning Law, the purpose of their preparation is to ensure harmonious development of municipalities, taking into account needs and capabilities of residents and local governments. The road infrastructure proposed in the development plan may be a factor clearly outlining suburban spatial order. However, its implementation involves major investments on the part of the municipality due to the need to buy plots intended for the construction of the road network. The article attempts to analyze the Lesznowola Municipality located within the suburban ring of Warsaw in terms of the degree of implementation of one of its local land development plans. The focus was on the provisions on the road infrastructure and the actions taken by the municipality to implement the plan. The study compared the area of the existing and proposed municipal, the costs of infrastructure expansion, other anticipated expenses, and the actual and predicted population growth rates. Data on this specific plan was combined with data for the whole municipality and for the country.
